According to Jay Pelayo, the city information officer, the building's walls and scaffolding collapsed, creating a challenging rescue situation due to the large chunks of concrete that need to be lifted.

Pelayo mentioned that 19 personnel were usually present in the area, and efforts are being made to locate them.
