Pehli baar ki biannual Director General-level talks between India aur Bangladesh Delhi mein June 8 se 11 tak honi hain, yeh government sources ne Sunday ko confirm kiya. Yeh meeting pehli high-level border security dialogue hai jab Bangladesh Nationalist Party (BNP) ne Dhaka mein naya government banaya hai aur Bharatiya Janata Party (BJP) ne pehli baar West Bengal mein power sambhali hai. Border Security Force (BSF) aur Border Guards Bangladesh (BGB) ke Directors General apni-apni delegations lekar aayenge, aur discussions mein border se judi kai saari issues cover kiye jaayenge.
Yeh meeting originally February mein plan thi, lekin West Bengal Assembly elections ki wajah se postpone ho gayi thi. Iske baad, Home Minister Amit Shah ne Rajasthan aur Gujarat borders ke forward areas mein extensive visits ki hain, jahan unhone demographic changes aur radicalisation ko critical security concerns bataaya. Ab woh apna border review continue karne wale hain, June 5-6 ko Tripura jaayenge, aur phir June 14-15 ke around West Bengal mein, jahan woh border security assess karenge aur officials ke saath infiltration-related challenges par discuss karenge.
Aane wale talks ke dauraan, BSF ko kai urgent issues raise karne hain. Inmein shamil hain trans-border crimes, BSF personnel aur Indian civilians par Bangladesh se aaye miscreants ke attacks, single-row fencing construction ki speed, aur Indian Insurgent Groups (IIGs) ke khilaf coordinated action jo border ke paar se operate karte hain. Official data ke hisaab se, 2023 mein 74 BSF personnel Bangladesh border par miscreants ke attacks mein injured hue the, jo 2024 mein thoda kam hokar 72 ho gaye.
Usi ke saath, BGB ne “illegal push-ins” par lagaatar concerns jata rahe hain, jismein Forcibly Displaced Myanmar Nationals (FDMN) bhi shamil hain. 2024 mein, total 1,049 undocumented individuals ko apprehend kiya gaya jab woh Bangladesh mein India se enter karne ki koshish kar rahe the. Interestingly, BSF ne 2025 mein 4,000 se zyada undocumented persons ko intercept kiya jab woh India se Bangladesh border ke zariye nikalne ki koshish kar rahe the—yeh phenomenon officially “exfiltration” ke naam se record kiya gaya hai. Ek government official ke mutaabiq, jabki BSF ko illegal migrants ko India mein enter hone se rokne ka instruction hai, lekin jo log nikalna chahte hain unko rokha nahi jaata. Unki biometrics aur personal details record ki jaati hain before departure. Agar aise individuals ke paas Aadhaar ya PAN cards jaise identity documents hain, toh authorities ko un documents ko cancel karne aur unki biometrics ko blacklist karne ka instruction hai.
DG-level talks do baar saal mein alternately India aur Bangladesh host karte hain, taaki border management aur security mein cooperation ko strengthen kiya ja sake. India aur Bangladesh ki 4,096-kilometre-long international border hai, isliye effective coordination bahut zaroori hai. Yeh upcoming dialogue isliye bhi zyada important hai kyunki central government ne March mein new deportation policy launch ki hai. Is policy ke tahett, sabhi states ko har district mein special task force banane ka instruction hai taaki Bangladesh aur Myanmar se illegal migrants ko detect, identify, aur deport ya back send kiya ja sake. States ko monthly status reports bhi submit karne hain foreign nationals ke baare mein jo either missing hain ya visa overstay kar rahe hain.
Yeh policy update India-Bangladesh border ki long-standing challenges ke backdrop mein aaya hai. March 3, 2020 ko Lok Sabha mein Union Minister of State for Home Nityanand Rai ne ek written reply mein maana ki kuch infiltrators difficult riverine terrain ke zariye India mein enter kar lete hain border ke kuch hisson mein, jahan fencing lagana mushkil hai. Yeh acknowledgment border forces ke saamne aane wale operational difficulties ko underscore karta hai.
Jaisa ki do nations upcoming dialogue ke liye tayar hain, focus mutual trust badhaane, intelligence sharing improve karne, aur traditional aur emerging security threats ko address karne par hai—duniya ke sabse complex aur active land borders mein se ek par.
