Telangana to issue traffic challans via SMS, WhatsApp, email; vehicle owners must update VAHAN details within a month

The Telangana government has notified that traffic challans issued under Rule 167(1) or Rule 167(2) of the Central Motor Vehicles Rules, 1989, can now be served electronically through text messages (SMS), WhatsApp messages, and emails. This decision follows amendments made earlier this year by the Union Ministry of Road Transport and Highways to the Central Motor Vehicles Rules, aimed at modernizing traffic enforcement and reducing reliance on physical notice delivery.
According to the notification issued by the Transport, Roads and Buildings Department, all vehicle owners in the state are required to update their mobile phone numbers and email addresses on the VAHAN portal within one month from the date of publication of the notification. The notification was published in the Telangana Gazette on June 2, 2026. After the expiry of the one-month period, any challan sent electronically through these three modes to the contact details recorded on the VAHAN portal shall be deemed to have been duly served on the vehicle owner. This means that even if the vehicle owner does not physically receive the message, the challan will be considered legally served once dispatched to the updated contact details.
